In 2026, the School of Governance and Policy established a scholarship for students of the Master of Governance and Policy (MGP) programme.

Purpose and Scope

The Scholarship shall be awarded annually either in the form of an entrance scholarship to new full-time MGP students or a merit-based scholarship to current full-time MGP students.

For the entrance scholarship, the number of scholarships to be awarded each year and the value of each scholarship shall be determined by the School Scholarship Working Group, upon funding availability and the recommendation of the MGP Admissions Committee, based on the following criteria:

  1. Reputation of candidates’ previous undergraduate and/or postgraduate institution(s);
  2. Academic performance;
  3. Prior international experience; and
  4. Relevance of full-time work experience after the first degree.

Financial need may also be taken into consideration.

The Scholarship shall not be paid directly to the awardees, but rather be applied to cover their composition fees. In exceptional cases, for students who are granted a full scholarship, an additional amount might be granted in the form of a subsistence allowance. In any event, the value of each scholarship shall not be less than HK$10,000.

For the merit-based scholarship, the number of awards shall not exceed 20% of the class size in the relevant academic year, and the value of each scholarship shall be 10% of the composition fee of the given intake. The exact number of scholarships shall be determined by the School Scholarship Working Group, upon funding availability and the recommendation of the MGP Programme Director based on the following criteria:

  1. Academic performance in the first semester of the relevant academic year;
  2. Participation in extracurricular activities arranged by the programme office, including but not limited to seminars, career workshops and student activities, in the semester one of the relevant academic year;
  3. Recommendations from the course instructors in the first semester of the relevant academic year regarding course performance and class participation; and,
